BALANCE OF POWER ③《Baransu Obu Pawā-san》is the first chapter of Hellsing: Volume 3, and the overall thirteenth chapter of the Hellsing manga created by Kohta Hirano. It is the third and final part to Balance of Power.
Summary
In the Vatican City State, Enrico Maxwell speaks with the Pope about the utilization of Iscariot. Meanwhile in the Hellsing Headquarters, Alucard and Walter C. Dornez talk about their past in that the group they destroyed 55 years ago returns. In the training area of the Hellsing Headquarters, Seras Victoria attempts to teach Pip Vernedead and the Wild Geese. Concurrently, Walter asks Alucard about his decisions in turning Seras into a vampire as they all soon prepare to head for Rio de Janeiro the next day to investigate Millennium, as they could "hardly place their confidence" in Iscariot's intel.
Synopsis
Enrico Maxwell meets with the Pope to discuss Millennium, in which the Pope expresses his concern and gratefulness to Iscariot for shouldering the blame for a mess they made fifty years ago and for dealing with nothing but dirty business. Maxwell smiles and assures him to utilize Iscariot however His Holiness sees fit, even to the point of destruction. Maxwell then suggests letting them allow the "sinners" to deal with each other until "they are all ready to fall into their graves."
Elsewhere, in the Hellsing Headquarters, Walter looks through the window when Alucard appears, concerning Walter being late, considerably late. After which, Alucard asks if Integra Hellsing's asleep; Walter informs him that she slept "just a bit ago." Regarding the Millennium situation, Walter expresses baffling and unbelievable sentiments in that "a specter from half a century ago would rear its head," a view Alucard disagrees with as he remarks that he had a feeling they were somehow involved. He explains that there were only three groups that have thought about throwing the undead into actual combat: Hellsing, Alucard, and the Nazis. Alucard then remarks about the demolition of their facility over fifty years ago, spearheaded by Alucard and Walter. When Walter finally snaps into realization and remembrance, Alucard denotes that this is why old age is a menace, to which Walter says that old age is something to enjoy for "John Bulls."
Switching the subject, Walter informs Alucard that he will have him flying as a group to South America for intel gathering, as they could not place their confidence in Iscariot, although the slim information that they had gathered places them in the position with no other choice. In an aggressive tone, Walter expresses that this is an organization that recuperated into South America under their noses and for so long, complimenting them in that they are not "half-baked"; however, he is angered about the provocation and that they (Hellsing) are not so soft that they will take it lying down. Amused, Alucard states, "And that's why John Bull grows old and fades away," to which Walter responds that he no longer wishes for "prosperity" and lacks even so much as "pride."
Walter lets Alucard know that Hellsing's two essential personnel are Alucard and Seras, but when Walter suggests the Wild Geese, Alucard notes that they will only slow him down, but Walter says that they are doing well for themselves, though the instructor is a source of worry. In another place, Seras trains the Wild Geese in combat to no avail, as they soon start flirting unconsented. Annoyed, Seras then picks up her weapon with the intent to show them how it is done, only to fail as she soon realizes that all hostages were eliminated as Walter watches in the distance, worrying about the future.
Subsequently, Walter asks Alucard concerning his decisions in turning Seras into a vampire, as it is something so out of character. Alucard explains that it is not fully on a whim, as she chose the journey according to her accord, and proceeds to ask Walter regarding her background, to which Walter says that she is declared missing and she has no family, instead being orphaned. Pleased with the answer, Alucard continues by remarking that Seras is far more interesting than she looks, in that her decision to fight back even in a hellish situation her superiors put her into, Alucard states that resignation is what kills people, and those who reject resignation have the right to make humanity their footpath. Reminded of the South America mission, Alucard asks Walter how he would get her traveling across the oceans, as she cannot do so, not even by plane. Confused, Walter is interrupted by Seras and Vernedead bursting into the room as Seras screams sexual harassment. Alucard then tells Walter that he has an idea, although it is old-fashioned.
The next day, Integra asks Walter regarding the transportation of Seras, in which she soon discovers that Seras will be entombed in a coffin that they plan to use to transport her across the sea, so Seras will be left in a helpless, agonizing state during the journey. Alucard explains that it is two birds with one stone, as they have to ship the firearms and his coffin. Vernedead explains that it is the same smuggler they always use and that he is reliable as long as they are paid. While Seras screams, Alucard orders her to stay silent. Integra questions Alucard's new choice of fashion, and Alucard mentions that he will be in public and must dress accordingly, even if it exposes him to more sunlight. He states that he would be just a walking billboard for the enemy if he dressed as he usually does and expresses that sunlight is not his enemy; he just hates it.
