BALANCE OF POWER ②《Baransu Obu Pawā-ni》is the sixth chapter of Hellsing: Volume 2, and the overall twelfth chapter of the Hellsing manga created by Kohta Hirano. It is the second part to Balance of Power.
Summary
In the Imperial War Museum, Integra Hellsing is concerned that Iscariot may have lured them into a trap, but Walter C. Dornez assures her otherwise. Moments later, Iscariot Agency Director Enrico Maxwell arrives with Father Ronald by his side and is embarrassed to notice that they were late. Maxwell begins trying to reason with Integra, who is on the offensive and wants Maxwell to explain himself over the incident at Badrick, to which he loses his temper and demeans her, resulting in Alucard's appearance. In retaliation, Maxwell calls upon Alexander Anderson. The tense confrontation is defused by Seras Victoria. They then move to the café, where Maxwell reveals crucial details of Millennium to the bewildered Integra.
Synopsis
One week after the attack on the Hellsing Headquarters, Integra awaits Maxwell's arrival at the Imperial War Museum while thinking about the note. She then asks Walter about the time and notices that they are late. Integra grows anxious as she speculates that they may have been led to a trap, to which Walter persuades her to think otherwise, saying that they would not try to do anything in public in broad daylight in a hostile territory. Just then, she and Walter turn around to see the arrival of Enrico Maxwell and Father Ronald having a conversation and sightseeing in the museum.
The sudden realization that they were late made Maxwell nervous, and so they stared awkwardly. He then walks over to Integra, seeking to shake hands, apologizing for being late, but is stopped as Integra tells him to stay at a distance. Integra questions Maxwell's intentions in an aggressive manner, to which Maxwell smiles and notices that she still holds a grudge; subsequently, he then suggests that they should greet each other, so Maxwell introduces himself as the head of Iscariot. However, with hostility, she then again asks for Maxwell's attention and asserts that introductions are meaningless.
Maxwell calmly raises his arm as a means to show no harm, but Integra points her finger and blames Maxwell for violating the treaty by sending Anderson to Badrick, in which he proceeded to threaten her life and succeeded in killing two of her men. In anger, as a response, Maxwell loses his temper and points out, "[Iscariot] comes to [Hellsing Agency] humbly, and you throw it in our faces." Afterwards, he states that he could not care less if "two or two billion of you damned Protestant swabs have died" and that he was only sent there because of the Pope's orders. Smiling, Maxwell insists that she should listen to him carefully and degrades her, calling her a "Protestant sow." Noticing that his master was insulted, this prompted Alucard to make his presence known, belittling Iscariot's manners.
He remarks that the Iscariots are always trying to impose their peace and laws on everyone else and silence those who oppose them, commenting that nothing had ever changed in Rome in the past 2000 years. Amused, Maxwell greets the Killer Joker, commenting that he had never seen him and that this is a first. Alucard salutes but also bids farewell and states that he would not let Maxwell leave this country alive because he had just called his master a sow, proclaiming that he is as good as dead. Fitting his gloves, Maxwell gleefully and sarcastically remarks about Alucard's scare factor and states that he must do something to retain equal footing even if their intentions were just to simply speak with Hellsing. Snapping his fingers, he retaliates by calling Alexander Anderson, who makes his presence known almost immediately.
Anderson then strides forward, uttering phrases from the Bible; just then, Maxwell realizes that he made a mistake and tries to stop Anderson from going any further as Integra watches in worry and speechlessness. Anderson explains that he will just settle with a blow, as he asks what good the Vatican or Iscariot would have if they let an enemy slip out of their grasps. Maxwell despairingly insists that there is no need for violence but hastily informs Integra that he has lost all control now that he has seen Hellsing and suggests to her that they should leave the place and try to have a peaceful talk at a later date. Just then they notice Alucard pulling out his weapons, and he and Anderson get into a standoff.
After which, Alucard howls with laughter and excitement as he proposes to Anderson that they should kill, to which Anderson excitedly laughs and remarks that it is just like last time, before readying his bayonets. Shocked, Integra puts her guards up as Alucard aims his .454 Casull while Maxwell desperately tries to defuse the chaotic situation. However, the rapidly escalating, tense confrontation was defused by Seras Victoria, disguised as a tour guide, leading a group of older Japanese tourists towards the scenery. The tourist comments on Alucard and Anderson's weapons; before then, Anderson tells Alucard that he's lost interest, to which Alucard agrees in that it is no atmosphere for fighting.
Alucard walks away and tells Integra that he is heading back to bed, prompting Walter to question Alucard as he is on his guard duty, to which Alucard notes that with Anderson gone, Walter alone will be sufficient and that being up all day makes him sleepy. Anderson tells Maxwell that he is heading back to Rome but compliments the museum and suggests that they should bring the children from the Ferdinant Lukes orphanage next time, to which a relieved Maxwell agrees. But Anderson's mood suddenly changes, as he then swears that the next time he sees Alucard, he will kill him.
Letting out a sigh of relaxation, Maxwell proposes that they should talk in the cafeteria outside and repeats that he is only there to talk. Integra finally agrees and sarcastically remarks that they will leave their respective dreadful subordinates behind, ending with a note calling Maxwell a swine. Taking it in the chest, Maxwell agrees and endures the insult. Seras gives a thumbs-up to Walter as both Ronald and Walter exhale. Outside, Maxwell notes that he is fully aware of the situation that Hellsing is experiencing and is also aware of the investigation and search for Millennium, in which the end result is that they are not finding anything relating to it. Integra hesitantly confirms.
However, Maxwell informs Integra that they have some very top-secret information about Millennium and smiles while asking Integra if she means to really know the truth, prompting Integra to ask what his motivations are. Maxwell explains that it is unheard of for them to offer assistance to "infernal Protestants," but they thought that this would repay the debt that they owe them for the violation of the treaty, in which Maxwell wants them to recognize this act. However, despite Integra's consent, he states that it is not enough and tells her to ask with "please." This angers Walter, who notices that they are trying to take advantage of them, but Integra orders him to stand down, as it is not a big deal and they can acquire very important information with just one word.
Integra asks with please, fulfilling Maxwell's desires, and he finally agrees to share the information. He explains that after the defeat of Nazi Germany fifty years ago, large numbers of military personnel fled the border and that many organizations assisted in this mass flight; their primary destination was the many sympathetic nations located in South America. This information does not satisfy Integra, who angrily replies that anyone with a "passing war fetish" would know about this.
However, Maxwell then continues by saying that Millennium is the name of a project and a military unit—they carry out highly classified transfers of resources for the Nazis, and they have been working diligently since the initial stages of the war; they transported everything to South America, and he reveals that the Vatican helped considerably in the process when he predicts that she would ask about how they would be aware of this. In the background, a man wearing multiple framed glasses is covered in silhouette, noting that they have finally discovered them, to which another shadowed man replies that they still do not realize a thing. He remarks that the operations will be very enjoyable and that the conflict will be stained with much blood.
